Joe Solbach is the Vice President of Operations and Contracts at Ennoble First, where he leads the company’s contractual strategy, oversees enterprise operations, and ensures excellence across mission-critical functions. He manages all contracts and legal negotiations, leads supply chain risk management (SCRM) initiatives, and ensures compliance with federal acquisition regulations and business ethics standards. 

Joe also directs the IT, security, and quality divisions, and plays an integral role in supporting all departments with operational strategy, problem-solving, and execution. His cross-functional leadership ensures alignment between day-to-day operations and the company’s long-term goals. 

With more than 20 years of experience in federal IT contracting, including leadership roles at CACI, L-3 Communications, and Titan Corporation, Joe brings deep expertise in program execution, organizational governance, and risk management. He holds a Computer Science degree, an MBA, and certifications including ITIL, Six Sigma, and Security+. 

Joe approaches leadership with a focus on operational integrity, transparency, and continuous improvement—driving value through collaboration and mission alignment.
