Contract Vehicles

The GSA MAS is the government’s premier contracting vehicle for acquiring commercial products and services. It streamlines procurement by providing pre-negotiated pricing, terms, and conditions so agencies can buy with confidence and speed. Under MAS, Ennoble First delivers a full range of IT and geospatial services, including cybersecurity, health IT, cloud, and professional services. MAS is intended to reduce acquisition cycles, lower administrative costs, and allow agencies to rapidly access innovative solutions that support mission outcomes.

The MAS program is designed to simplify federal procurement of IT and professional services while maintaining transparency and compliance. Through our JV, agencies can access IT professional services, cloud computing, and earth observation/geospatial solutions. EFMS JV’s MAS contract is intended to give government buyers greater flexibility in acquiring complex, integrated IT services while ensuring fair competition and timely delivery.

The Missile Defense Agency (MDA) Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) contract is a multiple award IDIQ vehicle supporting the development of advanced, multi-domain defense capabilities to detect, track, intercept, and defeat ballistic, hypersonic, cruise missile, and other advanced threats across all phases of flight. The contract enables continuous, layered protection across air, missile, space, cyber, and hybrid domains, supporting both classified and unclassified efforts for authorized DoD organizations. Contractors are expected to deliver innovative capabilities using approaches such as AI/ML, digital engineering, open systems architectures, and agile methods. Work is executed through task and delivery orders that define specific requirements and deliverables. The contract excludes Advisory and Assistance Services (A&AS) and Systems Engineering and Technical Assistance (SETA).

The 8(a) STARS III GWAC is a Best-in-Class IT contract vehicle that provides agencies with streamlined access to SBA-certified 8(a) small businesses. Its purpose is to promote small business participation while giving agencies access to innovative IT services, including cybersecurity, agile software development, AI/ML, automation, and emerging technologies. EFMS JV’s award in the Emerging Technology sub-area highlights our capabilities in advanced IT modernization. STARS III is structured to shorten procurement lead times and allow both competitive and sole-source awards, making it a highly flexible tool for IT acquisitions.

SeaPort-NxG is the Department of the Navy’s mandatory vehicle for acquiring professional support services. Its purpose is to centralize contracting for engineering and program management, ensuring that Navy and Marine Corps programs have consistent, streamlined access to qualified providers. As a SeaPort-NxG prime, Ennoble First offers specialized expertise in digital engineering, IT modernization, program management, and systems integration. This contract enables rapid competition, cost savings, and flexibility for naval commands worldwide.

The Strategic Partners Acquisition Readiness Contract (SPARC) is CMS’s primary contract vehicle for acquiring IT services to support health care modernization. It was created to provide CMS and other HHS agencies with agile, innovative IT support while promoting small business participation. As a subcontractor on SPARC, Ennoble First supports program integrity, data analytics, software development, and systems modernization efforts. Through SPARC, we help CMS and its partners deliver high-quality, secure, and efficient health care services to beneficiaries nationwide.
